Recent highlight:
During the 2024 NYC flash floods, deployed 350 volunteers, serving 8,000 residents within 48 hours.

Objective: Equip local communities with the knowledge, resources, and networks to prevent, respond to, and recover from disasters.

Fund for Resilient Futures or F4RFs

A Program for the New York Disaster Relief and Rehabilitation Fund (NYDRRF) for 2025–2030

I. Executive Summary

The Fund for Resilient Futures (F4RFs) is a flagship grant-making program of the New York Disaster Relief and Rehabilitation Fund (NYDRRF) established in 2025 to strengthen community resilience and inclusive recovery in disaster-prone communities.

The F4RFs will channel financial resources and technical support to accredited NGOs, faith-based organizations, and local communities engaged in humanitarian response, post-disaster rehabilitation, and long-term resilience-building.

Over a five-year period (2025–2030), the Fund aims to reach disaster-ridden and prone communities not only to recover from crises but to emerge stronger and more resilient.

The F4RFs aligns with the UN Sustainable Development Goals (SDGs), the Sendai Framework for Disaster Risk Reduction, and the 2015 Paris Agreement on Climate Change.

II. Program Goal and Objectives

Goal:

To empower local communities to respond, recover, and rebuild sustainably after disasters through equitable funding, partnership, and capacity-building.

Specific Objectives:

1. Support immediate humanitarian relief to reduce suffering and mortality after disasters.
2. Facilitate post-disaster rehabilitation of housing and community infrastructure.
3. Restore sustainable livelihoods and promote economic reintegration of affected populations.
4. Build community-based disaster risk reduction and climate resilience capacities.
5. Strengthen transparency, accountability, and innovation in humanitarian funding.

III. Program Components

1. Humanitarian Relief and Emergency Response

This is to provide immediate, coordinated, and life-saving assistance in the first 72 hours following a disaster. Target Activities:

  • * Rapid distribution of food, water, hygiene kits, and medical aid.
  • * Deployment of community-based first responders.
  • * Provision of psychosocial and spiritual care.
  • * Relief delivered within 48 hours in funded zones.

2. Shelter Rehabilitation Assistance

This is aimed at helping restore housing facilities with disaster-resilient design. Target Activities:

  • * Rebuilding homes with resilient and environmentally-friendly designs
    * Training local builders in climate-resilient construction.
    * Supporting community-led build back better” initiatives.

3. Livelihood Recovery and Economic Reintegration

The is aimed at restoring and strengthening local economies affected by disasters.

Target Activities:

  • * Start-up funds for microenterprises and cooperatives.
    * Skills training, value chain support, and digital entrepreneurship.
    * Access to microfinance and insurance schemes.

4. Community Resilience and Environmental Rehabilitation

This is to help reduce future disaster risks through environmental and community-based interventions.

Target Activities:

  • * Bamboo propagation, mangrove rehabilitation, and watershed protection.
    * Local DRRM training, hazard mapping, and simulation exercises.
    * Community stewardship and ecological conversion.

5. Accountability, Learning, and Innovation

This is to ensure good governance, transparency, and innovation in disaster management.

Target Activities:

  • * Development of digital grant tracking dashboards.
    * Independent audits and evaluation systems.
    * Documentation of best practices and policy dialogues.
    * 100% compliance with international financial standards.
    * Partners use real-time reporting tools.

By investing in recovery, resilience, and human dignity, the Fund transforms donor resources into measurable impact and hope for communities facing the challenges of an uncertain climate future. Through partnership, transparency, and compassion, this initiative builds not just structures—but resilient lives and empowered communities.
